A number of commuter lines offer ferry service to lower Manhattan from Downtown Jersey City and Liberty State Park.

By the way, it is possible to board the monument ferry at Liberty State Park and then to travel to the Statue of Liberty and/or Ellis Island. From either of those monuments it's possible to take the a return ferry to lower Manhattan. But bear in mind, that you'll then need to take a commuter ferry to get back to Liberty State Park.
