Hope I can be of help. I grew up in Jersey City and am amazed by the changes that have occured. But when my wife and I moved back to JC, I would say that the same situations remain. For a single woman: Exchange Place, Newport (Pavonia), Paulus Hook, Hamilton Park, Van Vorst Park, and Grove Street area are best. Basically, that's what is known as downtown Jersey City. That's probably what you know and feel safe in.

Don't bother with anything in Greenville, Lafayette, or West Side, despite what any realtors' up and coming claims. Those areas have been trying to gentrify for the last 20 years, and I think they'll still be doing so in the next 20 yrs. Also, commute is probably longer than what you are aiming for, and, in my opinion,it is not safe for late night SWF travel. The Heights section (north of Journal Square, and what is basically uptown Jersey City) is a bit better (I lived in the Heights for many years), but again, for your situation, I think the downtown area is best. Thing is, with your budget,you may have gotten priced out of downtown.
