The NJ DMV in Jersey City is on Summit Avenue at Sip (just in back of Journal Square, just a couple of blocks from the PATH subway station). Before a car can be registered, it must be insured. You then transfer the title and register the vehicle. If memory serves me correctly, a NY title is immediately transferred. Some twenty years ago, I bought a van with a FLA title. In that case, I was given a receipt. The new title was mailed to me a week or so later. When you register the vehicle, you'll be given a card with the date for the deadline for inspection. BTW, when you change the title, you'll either have to pay NJ sales tax or provide proof of payment. I'm neither a bureaucrat, nor an auto sales pro -- just an owner of (at various times) MANY tired old vehicles! I hope that this helps.
