I am a Democrat. I stand here with you today with other Democrats who are united in their core political beliefs. Chief among them is that the Democratic party is supposed to be the party of inclusion. We are supposed to have a large tent. We are supposed to believe that government is a place where all people can come together. We are supposed to be the voice of working parent, the voice of senior citizens, and of the everyday person. And as Democrats we are supposed to put the interests of our constituents first. The people who vote for us should be our priority. We are not supposed to put the political bosses who own certain politicians ahead of the people. We are supposed to champion everyone's right to vote regardless of their ethnicity, gender or color. And as Democrats, we cannot stand silent as renegade members of our party work day and night to void the votes of all Democratic voters; White, Asian, Hispanic, Black, in the 31st district. They are doing this by singling out and challenging the votes of the African American community in Jersey City. As you all know, I was elected Jersey City's first African American mayor in June of 2001. I am also a former federal law enforcement officer and I resigned my position as United States Marshal to run for mayor of my hometown. Jersey City. And this past June I won the Democratic primary for Senate in the 31st district. In the June 3rd primary, the slate I headed easily won Jersey City, which is about 65 of the 31st District. In the process we also defeated two incumbents backed by the Hudson County Democratic Organization. The results have been certified by the State Board of Elections. However, even though the election results were decisive, the HCDO, has refused to recognize the will of the Democratic voters of the 31st District. And even though the HCDO outspent me and my running mates by a more that 5 to 1 margin, they continue to look for ways to challenge the election results. There has been a recount of the voting machines and paper ballots and the results of the election have not changed. However, the HCDO currently has its political operatives searching for ways to disenfranchise the voters of the African-American community in Jersey City. They are currently looking for ways to challenge the votes in the predominantly African American portions of the 31st District where I decisively beat their hand picked African American candidate by a 9 to I margin. These actions are part of the HCDO's systematic attempts to isolate the African American community in Hudson County. According to the 2000 Census, 80.3% of Hudson County's African Americans live in Jersey City. Hudson County has an African-American population of 89,768 or 14.7% of the entire county. In Jersey City, the African-American population is 72,080 or 30% of Jersey City. The African American community lives in the area where the HCDO is currently looking for ways to challenge the June election results. This behavior is not only un-Democratic, it is un-American. It is a direct affront to the Voting Rights Act of 1965, which was passed to guarantee all Americans the right to vote and to make their votes count. It was meant to prevent the kind of activities that the HCDO is engaging in right now. But one thing I believe is that you cannot hold an entire party responsible for the actions of a renegade few. But I can hold the entire party responsible for the silence of its statewide leadership. If we are to unite as a party for the fall legislative races, it is imperative that we put the June 3rd primary behind us. We must end the frivolous lawsuits and political innuendos and chart a course for Democratic unity. We are all Democrats unified by our core Democratic values. We are the party of inclusion and we should not stand by as renegade elements of the party seek to disenfranchise the votes of the African American community in Jersey City. Today I am calling for Democratic unity for the upcoming fall legislative races. I'm calling for unity behind our core Democratic beliefs. The primary season is behind us and now it is time for all of us Democrats to come together so that we can put forth a unified effort to make sure that we have solid Democratic majorities in both the Assembly and the Senate.
