On Tuesday, October 19, 2004 members of the community gathered at the Mary McLeod Bethune Life Center to hear how the City of Jersey City mayoral candidates proposed to keep the legacy alive. It was standing room only but the community waited patiently to find out the plans each of the candidates had in mind for handling quality of life issues effecting Jersey City.

Questions ranging from what's being done about the pot-holes in the streets of Jersey City to do you support curfews and after-school programs were addressed. Though each of the candidates had different perspectives on the issues and brought a variety of backgrounds to the table all of them had one thing in common: confidence in their ability to handle the task of being Jersey City's next Mayor.

They were also asked how they would address the issue of drugs and gang violence and what changes should be made so that the attitudes of police officers reflect sensitivity towards the population they vowed to protect and serve.

Regarding drugs and violence Willie Flood believes a change of environment is important to the survival of the drug user. "Yes drugs are an issue in our community. Drug addiction is not an easy thing to deal with. I believe that people should be sent away to a place in the country. They need to be removed from their environment - people, places and things," said Flood.

"They need to be in a safe, supportive environment where they can go through the withdrawal that they'll have to go through and learn how to become a productive citizen again", she added.

Regarding ways to enhance the attitudes of Jersey City Police as they deal with issues Willie Flood says, "There was once a time when the community knew the police officers. We don't even know the police officers anymore. It's important that they live here and know the neighborhood in and out. If you live in the community that work in your attitude changes. Police officers need to be judged on the work that they do and not how many political tickets they sell".

Calling himself, your average citizen, Hasam Mansour said "We need more preventive measures. Prevention is a responsibility of the community. We can write down names and take pictures. If you have police officers who live in your neighborhood you knock on their doors and give them the information". Mansour also believe police officers should represent their own respective community. "The people of Jersey City speak over 50 different languages. Police should be more familiar with these languages and should live in the neighborhood that they're working in", said Mans our.

"I believe dealing with drugs and violence must come from the top. We had an inadequate police chief who didn't even live in Jersey City. I know someone who got off drugs. Heroine as a matter of fact and I am for needle exchange", said Thomas Short.
Short says that he is a "corrupt free candidate" and got into the race for Mayor because of the physical abuse afflicted on his aging mother when she was removed from his personal care and taken into the care of protective services.

Regarding changing the attitudes of, Jersey City police Short says, "Police respond to orders. They should receive more training and salary increases if they live in Jersey City".

Louis Manzo, proposed improved police presence and community policing to combat drugs, gang violence and the issue of the lack of police sensitivity. "We need to raise the number of police. Over the past few years there has been repeated offenses. There is shortage of 16,000 substance abuse treatment centers. When you have to wait 810 months to get help the likelihood for repeat offenses is the reality.

Regarding gang violence, "Community based policing is an effective method that can be implemented. People will get to know the police and the police will get to know the people in the neighborhood. In addition there is a need for more apprenticeship and work programs to help teach the young people skills", said Manzo.

Steve Lipski says he want to do for the people of Jersey City what he has done for education. By utilizing technology and accountability he proposes to reform government now "We have to budget for more police officers and firemen. We need at least 250 more cops on the streets. We need to provide police officers with more information, back them up and get tough judges", said Lipski. As far as gang violence he spoke about past successes. "Under the Glenn D. Cunningham administration over 1000 arrests were made. I think I can do that. I can bring integrity back to city hall.

Hilario Nunez, believes that the ground is good and there are many opportunities because of the diversity represented in the City of Jersey City. Regarding the afterschool programs and curfew Nunez says, "If you don't want to take care of your children don't have any. Parenting is our responsibility. We don't need a police officer to tell our children when to go home".

As opposed to being concerned about how pot-holes became potholes Nunez expressed his concerned about the repair money seemingly being available for the downtown area but running out before work is done in other sections of Jersey City. When asked about changes that needed to take place to help improve the attitudes of police officers once again, diversity is the key. "Police officers need to be from Jersey City and the department needs to represent diversity. When you live in Jersey City it's your community", said Nunez.

Al Pine, a very serious and entertaining candidate didn't have a problem keeping the crowds attention. The audience actually looked forward to Pines straight forward approach to inner city issues. His perspectives were quite interesting. I've never witnessed an audience laugh so hard. Pine is the perfect candidate for stand-up comedy. While introducing himself as a New York lawyer Pine said he was one year behind John Kerry.

He also shared that he felt the Jersey City council is dumb, don't care and corrupt. "The most important curfew is to keeping politicians away from decent people", said Pine. Regarding making changes to the police force Pine says accountability is important. "First we need to get an honest police chief. If we don't have an honest police chief what we do wouldn't really make a difference. We also need to teach people how to deal with police", Pine added.

Acting Mayor L. Harvey Smith, a son of Jersey City proposed hiring more police officers, economic and employment opportunities, no tax increases and an open door policy. Smith says he has a plan to get the drug dealers off of the street. "There is a need for more drug rehabilitation programs so we can reclaim people who are addicted to drugs. Implementing a drug court is one of the ways to do this. Insuring that our police are sensitive to the population in which they serve will come through sensitivity training and a comprehensive wellness plan to help the police deal with their own stress issues", said Smith.

"Having an academy right here in Jersey City as well as having quality people to train the officers", he added. Smith says, "having a youth forum and listening to what our young people have to say would be one of the ways to address drugs and gang violence." When asked about the pot-holes in Jersey City streets acting mayor said, "We have a pot-hole task force that goes out on a daily basis to repair pot-holes. The action bureau handles the complaints that come in by filtering the complaints to the necessary individuals and the main thing we're doing right now if re-surfacing our street"

"Change comes from the top" said Jeremiah Healy when asked what changes he would do to improve the attitudes of Jersey City police. "If there's a will there's a way. I agree with Smith, it's important that we have a police academy here in Jersey City. Right now the officers get trained in Monmouth County. Healy, a judge doesn't believe what Jersey City youth need are curfews. "We don't need curfews to find out whose involved in drug activities or gangs. We need what Newark has- a task force. We have to keep the schools open, get teachers, volunteers and our corporate neighbors to pitch in and we also need out State legislature to pass laws so schools can be protected from lawsuits"
