He allowed McMann to have essentially a no show job where he got over $50,000 per year and did nothing. The $105,000 in penaltiues and fees imposed on the city were Joe Castagna fault. He opted to do Lou Manzo's bidding and not exercise his job as a supervisor. He should have written McMann up but instead pushed it off on Director Lamboy who did the right thing.
