ULI Powerhouse Arts District · The historic warehouse district at the heart of the Powerhouse Arts District should be designated as a Municipal, State, and Federal Historic Landmark as called for in the Jersey City Master Plan. The area is unique, and for the PAD to become the jewel that it has the potential of becoming, it must be developed with care. In addition, municipal designation is the strongest protection available against demolition of historic buildings.

Many organizations and individuals throughout Jersey City, including our city council (6 unanimous votes) believe that this vision for Jersey City is worth fighting for!

Continue to express your support of PAD to Mayor Healy and our new downtown Councilman Steven Fulop and ask them to defend the demolition of 111 First Street and the Warehouse Historic District.

While councilman elect Steven Fulop was the president of the Historic Paulus Hook Assocation and the Downtown Coalition of Neighborhood Assocations, he issued this letter supporting the ULI study and creating the Warehouse Historic District. Next time you see him (and he has been all over downtown), let him know that you want him to stay the course.

The Downtown Coalition of Neighborhood Associations (DCNA) applauds the bold step that the administration and city council took two years ago with regards to hiring the nationally acclaimed Urban Land Institute (ULI) to study the city's plans to create an arts and entertainment district here. However, in spite of the endorsement of the ULI report, none of the recommendations, and none of the recommendations for the area in the Jersey City Master Plan, have been implemented. To help the process along, we'd like to reiterate and clarify our position about the Powerhouse Arts District.

We believe:

· The city should use every effort to keep the artists in 111 First Street. This is not primarily for the benefit of the individual artists; rather, it is the key to attracting other artists and galleries. We do not believe, furthermore, that a trade-off that compromises the historic design or size of any building will in reality keep the artists at 111 First Street.

· The historic warehouse district at the heart of the Powerhouse Arts District should be designated as a Municipal, State, and Federal Historic Landmark as called for in the Jersey City Master Plan. The area is unique, and for the PAD to become the jewel that it has the potential of becoming, it must be developed with care. In addition, municipal designation is the strongest protection available against demolition of historic buildings.

The administration and city council have considered that in order to provide 10% low-income artist units, extra stories should be permitted on top of the buildings. We urge you to seek a better solution. There are a number of good suggestions in the ULI report that should be explored.

· A redevelopment plan - called for by the ULI report and the Jersey City Master Plan - should be written immediately, incorporating the ULI recommendations. The plan should not compromise historic preservation guidelines.

The delay in the adoption of a redevelopment plan is undermining the area because individual buildings are getting variances that go against what should be in the plan. Also, potential developers of other buildings are being given the wrong impression about what will ultimately be permitted.

We request that a draft of the redevelopment plan be circulated well in advance of its consideration by the Planning Board so the public can study it and respond thoughtfully.

We agree with the ULI report statement that "Leadership must come from the top and it must come now. The mayor and city council must act aggressively to take the steps necessary to involve and lead the community..." We stand ready to help you make the dream of the Powerhouse Arts District a reality.
