: Jersey City, NJ (December 1, 2004) Today, Emily Madoff, counsel for To the Struggle Against World Terrorism Corp. released a letter sent to the Jersey City Municipal Council and Mayor Healy regarding the monument To the Struggle Against World Terrorism by Zurab Tsereteli.

: "I understand the focus of Jersey City was on the Special Election to replace Mayor Cunningham, so I advised the artist, the City of Moscow, and the government of the Russian Federation to be patient," Madoff said. "However, the Municipal council members and Mayor Healy have been aware of the project for over a year and have had every opportunity to familiarize themselves with it. On behalf of the artist, we have responded to every request, including providing engineering studies and proof of community support. With the election behind them now, the City Council should either put the Resolution confirming J. Owen Grundy pier as the site for the Monument to a vote at the next council meeting or we will assume they no longer have interest in the gift."

: The Council originally accepted the gift by a vote of 8-0 on December 10, 2003. The late Mayor Cunningham was a staunch supporter of the monument's placement on J. Owen Grundy Pier. However, with the Mayor's untimely passing in May seemingly went the City Council's willingness to move forward on a vote for the installation of the monument. The Late Mayor’s widow Sandra Bolden Cunningham, close adviser Willie Flood, and Freeholder Jeff Dublin have all expressed their support for the monument’s installation on J. Owen Grundy Pier.

: "We came bearing a gift," Madoff continued, "but if the Jersey City Council has changed its mind we will respond to other municipalities that have expressed interest."

: Now that the elections are over, it is time for Jersey City to make a decision regarding its commitment to install the monument that it accepted, To the Struggle Against World Terrorism by Zurab Tsereteli, on J. Owen Grundy pier. While the population of Jersey City we have encountered has been enthusiastic, the elected officials of Jersey City have been reluctant. As Jersey City has procrastinated, other cities have expressed interest in the Monument. The artist, the City of Moscow and the government of the Russian Federation have been patient with the process in Jersey City but now they want a decision so the Monument may be installed in a timely manner.

: We understand there is a caucus meeting this evening and a council meeting on Tuesday evening, November 22, 2004. By the end of this month, if I have not been informed that the City Council will put the Resolution confirming J. Owen Grundy pier
